FOREIGN INSTITUTIONS INVESTING OR MAKING A BUBBLE ?

Now a days Indian Market move like there is no tomorrow,but when you check fund actions ,FII are heavy buyers in this market.Why they buying while DII's sell every day ?Did they know any internal policy details that others don't have access,or they making a bubble in INDIA ,after making a bubble burst in US and almost came to that in CHINA ?
I have many reason to think like that ,after all we are still increasing our GDP forecast every quarter,while fastest economy china is decreasing their growth speed after some what like Foregin investments.china government intervention somewhat saved their economy from burst 

SO HOW TO KEEP THIS MONEY AND GROW STEADY ?

China dis-invested government owned companies while those periods and kept those money,like that we can also keep over money if this rally stay till COAL INDIA ISSUE.
Note:Over rain in north india is not going to help over economy ,and government efforts to keep inflation steady,heavy food grains are effected in northern states.
